What is this setting for an AD site
I can find no documentation about it.

Open Active Directory Sites and Services.

1.. In the console tree, click the site you want to configure.
2.. In the details pane, right-click Licensing Site Settings, and then
click Properties.
3.. On the Licensing Settings tab, click Change.
4.. In Enter the object name to select, type the computer name of the
alternative licensing computer, and then click OK.
a.. To perform this procedure, you must be a member of the Domain Admins
group (in the forest root domain) or the Enterprise Admins group in Active
Directory, or you must have been delegated the appropriate authority. As a
security best practice, consider using Run as to perform this procedure.
b.. To open Active Directory Sites and Services, click Start, click
Control Panel, double-click Administrative Tools, and then double-click
Active Directory Sites and Services.
c.. The licensing server collects licensing information from within the
site for use by the licensing administrative tool. For more information, see
Related Topics.
d.. Active Directory will automatically configure a licensing computer for
each site. For optimal performance, the licensing computer for a site should
reside within that same site. A licensing computer does not have to be a
domain controller.
