I can't seem to create an organizational unit. The account I'm using is a
member of domain admins and enterprise admins. When I open Active Directory
Users and Computers, the option to create OUs is greyed out. The right-click
-> New -> context menu doesn't list OU as an option either.

Is there a configuration setting that allows for the creation of OUs or am I
missing something?

Where in the domain structure are you trying to create the OU? You can't
create an OU within one of the built-in Containers like "Users" or
"Computers", you need to create your first OU at the root of the domain
itself.

You hit on the nail. I was trying to create a an OU under the built-in
containers.

It would be nice to categorize records within the container. It doesn't
seem as clean of a structure to create a OU in the root of the domain, but
I'll work with it.

Are you using a custom MMC? Custom permissions maybe?
