Cannot find Terminal Services License Server

I recently retired our sole Domain controller (Windows 2000 Server) due to
old hardware and diminishing storage space.

Before I took it down, I transferred all of the FSMO roles, GC, and ran DC
Promo on a new server running Windows 2003 Server.

I then ran DC promo on the old server and demoted the server to a member
server, removed it from the domain and turned it off.

All seemed fine with the new DC running...users were able to log in fine,
DNS was working great...the only problem I am running into now is that I am
getting this error in the application log:

Event Type: Warning
Event Source: TermService
Event Category: None
Event ID: 1010
Date: 9/14/2004
Time: 8:22:37 AM
User: N/A
Computer: KN_TERM_SERVER
Description:
The terminal services could not locate a license server. Confirm that all
license servers on the network are registered in WINS\DNS, accepting network
requests, and the Terminal Services Licensing Service is running.

For more information, see Help and Support Center at
http://go.microsoft.com/fwlink/events.asp.

I have installed and activated the Terminal Server Licensing on the new W2K3
domain controller as well as installed the licenses.

Any suggestions on why I'm getting this error?

Note: The log entry is on one of the terminal servers on the domain.

Jeff,

The first thing we need to make sure is setup correctly is the TS License
Server. A Windows 2003 Terminal Server will only communicate with a Windows
2003 Terminal Server License Server. It sounds like this is setup correctly,
but I just wanted to make sure.

Otherwise, there is a registry setting you can make to bypass the license
server discovery process. Please see: http://support.microsoft.com/?id=279561
for these settings.

The same thing exists in Windows 2000. The registry key is just a little
different. Please see: http://support.microsoft.com/default.aspx?kbid=239107

Hi Jeff,

Thanks for your posting and thanks for Clacy's great reply.

You also need to make sure there is no firewall software on the terminal
server or license server
that would block necessary ports. Same for a hardware firewall between
them. TS licensing works over RPC, which means port 135 and a dynamically
assigned port above 1024 must be open.

Make sure DNS is pointing to same internal DNS server on the client,
terminal server, and license server.

In addition, please make sure that the RestrictAnonymous value is 0 or 1 on
the license server.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\LSA

Have a nice day!

Regards,
Bob Qin
