logonserver RODC

I setup an RODC is a remote site but I am noticing client machines
that are in that site are not using the RODC for login. If login one
of the servers and do c:/echo %logonserver% I get the domain
controller is the remote site.

The RODC doesn’t have any issues that I can find. Repadmin, dcdiag,
etc are all good. Eventlog is clean.

Any ideas?

Solved my own question. The Password Policy was missing several
computer and user accounts. once i added them and pre-populated the
RODC the servers and users were using the in-site dc's for login.
