I have a Cisco VPN/Router trying to authenticate to our
AD domain using Windows 2003 IAS. In the Event Viewer of
the server running IAS, I am receiving an error code
16, "unknown username and password." The IAS machine is
also a domain controller and the account that I am using
is allowed dial-up access using Windows authentication.
The username and password being used are correct and the
account is not locked out.

On the IAS configuration, I am using RADIUS standard. I
have also tried Cisco; however, I am receiving the same
result. The IAS server is registered in Active
Directory. Any thoughts or recommendations?

Please help.

Shared secret is between RADIUS server (IAS) and RADIUS client (your Cisco
router/VPN) and if those do not match on both sides, any authentication
attempt will fail.
You can also enable IAS logging by running "netsh ras set tracing * enabled"
on IAS server and the client and examine the logs at %systemroot%\tracing
folder.
